Bios
Dr.
William Jeffrey, NIST Director, has been involved in federal
science and technology programs and policy since 1988. Previous to his
appointment to NIST he served as senior director for homeland and national
security and the assistant director for space and aeronautics at the Office
of Science and Technology Policy (OSTP) within the Executive Office of
the President. Earlier, he was the deputy director for the Advanced Technology
Office and chief scientist for the Tactical Technology Office with the
Defense Advanced Research Projects Agency (DARPA). While at DARPA, Dr.
Jeffrey advanced research programs in communications, computer network
security, novel sensor development, and space operations.
Prior
to joining DARPA, Dr. Jeffrey was the assistant deputy for technology
at the Defense Airborne Reconnaissance Office, where he supervised sensor
development for the Predator and Global Hawk Unmanned Aerial Vehicles
and the development of common standards that allow for cross-service and
cross-agency transfer of imagery and intelligence products. He also spent
several years working at the Institute for Defense Analyses performing
technical analyses in support of the Department of Defense.
Ms.
Thelma McClosky Armstrong has over 25 years of experience in
the development and management of healthcare delivery services.
As director of the Eastern Montana Telemedicine Network, Thelma is responsible
for the overall management of a 22-site interactive videoconferencing
network providing medical and mental health services, continuing medical
and higher education, administrative and telebusiness services throughout
eastern and central Montana and northern Wyoming. The Eastern Montana
Telemedicine Network recently received the American Telemedicine Associations
Presidents Award for the Advancement of Telemedicine. This
award in given annually to a program for its outstanding and lasting contribution
to the field of telemedicine. Ms. McClosky Armstrong is the Past-President
of the Montana Healthcare Telecommunications Alliance (MHTA) and is a
member of the Board of Directors of the American Telemedicine Association.
She has chaired the ATA policy committee and is presently serving a one-year
term as President-elect of ATA.
Dr.
Richard Bakalar is the Chief Medical Officer for the Information
Based Medicine EBO worldwide team in IBM’s Healthcare and Life Sciences
Industry. He is board certified in Internal Medicine and Nuclear Medicine
and brings strong clinical and program management experience in advanced
health system analysis and design. Captain Bakalar (US Navy, retired)
was the Navy's Surgeon General Executive Assistant for Telemedicine initiatives
beginning in 1995 and is the current President-elect of the American Telemedicine
Association. He completed 26 years of active duty service in the US Navy
prior to joining IBM in March 2003. Dr Bakalar has coordinated medical
process re-engineering, best practices, applied technology, and project
management. Dr. Bakalar is the senior medical domain consultant for IBM's
information based medicine interoperability practice, clinical decision
intelligence and enterprise medical imaging advanced PACS solutions.
Dr.
Fred Prior received the BA degree in Chemistry in 1974, the MA
in Anthropology in 1976, and MS in Biomedical Engineering in 1984 all
from Case Western Reserve University. He received the PhD in Computer
Science from Illinois Institute of Technology in 1992.
Dr. Prior is currently
the Co-Director of the Electronic Radiology Laboratory at the Mallinckrodt
Institute of Radiology. Dr. Prior has held senior management positions
in PACS and healthcare IT with several major corporations including, Eastman
Kodak, Philips Medical Systems and Siemens Medical Systems. He was Assistant
Professor of Radiology, Bioengineering and Neuroscience at Penn State
University College of Medicine. His research interests include medical
workflow management systems, and modeling and simulation of neural information
processing.
Mr.
Todd Cooper has over 15 years experience as a medical device
system engineer and architect, focusing on ventilator and infusion pump
devices. For the last 5 years, his focus has been on standards-based
medical device informatics and interoperability, advancing standards that
promote real-time plug-and-play interoperability for point-of-care health
care devices. This has included working with groups such as NIST
and major device manufacturers in the area of conformance and interoperability
testing. Mr. Cooper currently serves as chair of ISO TC215 WG7 for
Health Informatics - Device standards, chair of IEEE EMBS 1073 medical
device communication standards, co-chair of the HL7 Health Care Devices
SIG, co-founder of the newly formed ACCE/IHE Patient Care Devices domain,
and board member of the ANSI/HIMSS Health Information Technology Standards
Panel, which is working with Dr. Brailer and the national health IT office
to create a national health information network.
Mr.
Neal Neuberger is President of Health Tech Strategies, LLC,
a Virginia-based consulting firm focused on the public and private sector
policy environment with regard to research, development and implementation
of emerging health care technologies. Since 1998, HTS has provided
technology implementation and HIPAA consulting services to government
and industry.

provides government and commercial clients with a comprehensive understanding
of the many public policy and other external circumstances that can help
shape the market for their services and products.
Mr. Neuberger has
nearly 30 years of experience in government, health policy, regulatory
analysis, program development and communications. He is a widely
recognized for his contributions to telecommunications policy and program
implementation for applications in health care. He speaks and writes
frequently on subjects related to state and national telemedicine policy,
security and privacy of health information, risk management, and the emerging
business environment for the health technology fields.
Neuberger is a national
expert on the Health Insurance Portability and Accountability Act of 1996,
speaking frequently over the years to audiences on the security environment
and emerging administrative rules with respect to the policy, legal, and
business issues and opportunities facing HIPAA implementation. Mr. Neuberger
is a Certified Information Systems Security Professional (CISSP).
Dr.
Walid G. Tohme is currently associate professor and head of the division
of technology management at the ISIS Center at Georgetown University Medical
Center. His research interests include healthcare informatics, PACS, teleradiology
and the commercialization of healthcare technologies. Dr Tohme was also
part of the senior healthcare IT team at Booz Allen Hamilton working with
healthcare executives in the design and implementation of IT strategies.
He holds a PhD in the Management of healthcare information systems from
the University of Paris Sorbonne, an MBA, a Masters and Bachelors in Electrical
Engineering all from Georgia Tech in Atlanta.
Dr.
Charles Fenimore directs NIST's Motion Imagery Quality Lab. He is
involved in the development of quality metrics, test methods and materials,
and standards for motion imagery, moving pictures, and medical imagery.
His work has contributed to the development of standards and test materials
for motion imagery processing and presentation, through the Motion Picture
Experts Group (MPEG), the Advanced TV Systems Committee, Society of Motion
Picture and TV Engineers (SMPTE), and the US governments Motion Imagery
Standards Board. Fenimore is a leader in international tests of quality
for MPEGs
Advanced Video Codec. He has worked to catalyze the emerging d-cinema
and HD-DVD industries by bringing together industry stakeholders at NIST,
SMPTE, and SPIE Conferences. He is a recipient of the SMPTE Journal Best
Paper Award and is currently a member of Sigma Xis College of Distinguished
Lecturers.. He holds a BS from Union College and a Ph.D. from UC Berkeley.
